At Whistleblower Law Collaborative, our commitment to fighting fraud and supporting whistleblowers is at the heart of what we do. That’s why we’re proud to once again participate in The Anti-Fraud Coalition (TAF) Annual Conference being held in Washington, D.C., October 7-9, 2026.  The annual conference is a premier gathering of legal professionals, government officials, whistleblowers, and advocates dedicated to protecting public funds and empowering whistleblowers.

We are honored to sponsor a portion of this year’s conference.  In addition, three members of the WLC team will take the stage and share their expertise.

David Lieberman to Lead Discussion on Procurement Fraud

On October 7, David Lieberman will moderate the conference’s Procurement Fraud breakout session. The program will examine procurement fraud under the False Claims Act in government contracting cases, including key theories of liability, recurring litigation challenges, and strategies that have led to significant settlements and successful outcomes for whistleblowers and the government. The discussion will also include a detailed examination of the six-week Fluor trial as a case study in complex FCA procurement litigation.

Government contracting remains one of the most significant areas of False Claims Act enforcement. As federal spending continues to expand, identifying and addressing fraud in procurement programs remains a critical priority. David’s extensive experience representing whistleblowers in complex fraud matters makes him uniquely positioned to guide this important conversation.

Kelly Shivery to Present on Investigative Research Techniques

Also on October 7, Kelly Shivery will participate in the conference’s Paralegal Breakout Session.

Successful qui tam litigation often begins with thorough and strategic investigative research. As an experienced paralegal and CMMC professional, Kelly understands the critical role that research plays in developing whistleblower cases, identifying key evidence, and helping attorneys assess complex fraud allegations. Her presentation will offer practical insights into investigative techniques that can assist legal professionals in uncovering facts, validating claims, and building stronger whistleblower actions.

The conference’s inclusion of dedicated programming for paralegals underscores the essential role these professionals play in advancing fraud investigations and supporting successful outcomes for whistleblowers.

Augustine Ripa to Address Government Personnel Changes

On October 9, Augustine Ripa will participate in discussions surrounding Government Personnel Changes, a timely topic as enforcement priorities continue to evolve across administrations and agencies. The panel will explore how shifting government resources, staffing changes, and policy priorities impact False Claims Act investigations and intervention decisions, while offering guidance on how relators’ counsel can effectively position cases for success in a changing enforcement environment.

For whistleblower practitioners, understanding how government personnel transitions influence investigations has become increasingly important. The discussion promises to provide valuable insight into practical strategies that can help whistleblowers and their counsel navigate an evolving regulatory landscape.

TAF Coalition is a public interest, non-profit organization dedicated to defending and empowering whistleblowers who expose fraud on the government and the financial markets.  We fully support TAF’s mission to educate and empower whistleblowers and their attorneys to effectively use the federal False Claims Act and state false claims acts with their qui tam provisions, as well as other whistleblower programs.
